    Daugavpils repeatedly contests law on demolishing of Soviet monuments at Constitutional Court

    RIGA, Sept 27 (LETA) - Daugavpils has repeatedly appealed the law on demolishing Soviet monuments at the Constitutional Court.

    Daugavpils city council said that the municipality already in 1992 dismantled the Soviet-time monuments that did not have any artistic value and that reflected Soviet ideology, while other monuments are in good technical condition, are taken care of and they do not glorify the Soviet regime but are dedicated to the fallen soldiers.

    Daugavpils city council believes that the law, banning objects glofigying Soviet and Nazi regimes is in contradiction with the Constitution.

    The Constitution provides that local governments have the rights to manage their territories in the interest of its residents. The order to demolish particular objects within the municipal territory means that the state interferes in the municipality's autonomous functions.

    As reported, the Constitutional Court in September declined to open proceedings following Daugavpils City Council's complaint questioning its obligation to dismantle monuments glorifying totalitarian regimes.

    LETA also reported that a law banning display of objects glorifying Soviet and Nazi regimes and requiring their removal came into effect in Latvia on June 23 after the Saeima passed it on June 16. According to the law, all objects glorifying totalitarian regimes in Latvia's territory have to be removed by November 15.
