RIGA, Sept 14 (LETA) - Daugavpils city council has promised to dismantle the monument glorifying the Soviet regime in due time, according to the information provided by the Environment Protection and Regional Development Ministry.

The ministry said that it finally received the plan for dismantling the Soviet-era monument from the city council, providing that it will be done by the date set in the law - November 15.

The ministry ordered local governments to submit their plans by August 5. On this date, all 42 municipalities had submitted their plans, except for Daugavpils.

"The local council chairman has to apply the law from the first day like it was done by other local governments instead of waiting for the minister or the ministry to interfere. Finally we have received the plan from Daugavpils local council. The ministry will continue to follow actual dismantling of the monuments," said Environment Protection and Regional Development Minister Arturs Toms Pless (Development/For).

Meanwhile, Daugavpils city council failed to stop the dismantling process at the Constitutional Court as the court refused to start a proceeding following Daugavpils City Council's complaint questioning its obligation to dismantle monuments glorifying totalitarian regimes.

According to the Constitutional Court, Daugavpils municipality emphasized in its petition that Saeima had interfered with the provisions of the Law on Local Governments, which obliges local governments to care for the improvement of their respective municipalities.

The Constitutional Court has concluded that the petition does not comply with the Constitutional Court Law's Section 18 and 19, and decided not to open proceedings.
